A dot of marine sealant under each washer isolated the SS from the aluminum, and sealed the area around the hole to water intrusion. I'd go with pressure treated plywood, but not "wolmanized", or exterior A/C. You may need to use more than one layer to match the existing transom thickness. I used ext A/C laminated to the proper thickness with epoxy resin, and sealed all sides and edges with thinned resin. Try to keep the old transom as intact as possible so you can use it for a pattern.
