Your brother was right on with the 25hp to 40hp. I'd play it safe and not go over 40hp. If you find someone who has run more horsepower and they are still walking around, you might try that too. In the early to mid-50s, 40hp was a lot of muscle. However, I tend to play it on the safe side. My father started the company in 53 and sold it in 57.
