You say its only"partially submerged",which means either the bow or stern is still above the surface.Obviously it would be the bow if there is a motor on the boat.Why dont you just tow it into shore and beach it.If there is a motor that was submerged,be sure to start working on it right away.Dont let it lay around for days before getting it running.Once it is out of the water,oxidizing will start on the internal parts.
