Contact your BMV and explain your situation. They probably will tell you that you can have a HIN assigned either by bringing it too a license branch for them to inspect, or by having the Sherrif/Police come out and inspect.

This is how it is handled in Indiana. It's no big deal on small v-hulls and jons that don't have much value.

We don't have to title boats less than $3K...just register them and the BMV usually doesn't get real picky...they just want your money.

Trailers in Inidiana must be registered AND titled and they do tend to be more picky about them.
