Controls keep shocking while running

I have a 1995 Evinrude 50hp with an OMC control. I just installed the used OMC control, along with a new wiring harness.
There are places on the control, like the idle arm screws, that keep shocking me while the motor is running. It started out doing it slightly, now, it knocks your hand back hard. Do I have a short somewhere, or am I not grounded properly. Not sure where exactly to start.
