95 Evinrude 50hp fluttering

I have a 1995 Evinrude 50hp. The motor has a flutter in it when running. It runs good for a bit, then you can feel a flutter or slow-down for a few seconds, then picks up an runs normal. Seems to do worse at medium speeds. Seems like a firing problem or something. I've replaced my plugs, but didn't make a difference.
