1977 Johnson 35 hp

I have a 77 Johnson 35 that I am trying to diagnose. It starts fine. In gear under load it runs rough and lacks power, will stall unless throttle is kept above idle. Plugs are new, gas is fresh, fuel filter clean. I am thinking possibly carb, coils or power pack could cause roughness. Any suggestions would be appreciated before I start changing parts. Could this also be an ignition timing adjustment?
