need help my boat motor will run on dry land but not in water??

my 75hp 1970 mercury boat motor will not run in the water,but will on dry land with a hose hook to it.i rebuilt the carburator hoping it would help. no luck. does anyone know what the problem might be? maybe the exhaust or water pump. need help bad thx for your time bill perry
