1977 Johnson 15HP no throttle in reverse

I have a '77 15hp johnson motor, it runs and starts fine, and I have plenty of throttle in forward gear, but when I put it in reverse, I have no throttle, I cannot twist the handle to get more rpms. Is this designed that way? If not what can I do/check to fix this?
