I am sure you have checked the fuel line thoroughly, and I only bring it up because I was fit to be tied when my 40HP Yamaha exhibited the same seemingly insoluble problem, only, after an embarrassingly long time, to discover that a small portion of the fuel hose from the tank was being pinched under one corner of the fuel tank, restricting flow.
I was simultaneously relieved that I had no mechanical problem, and totally embarrassed that I had missed the cause by not starting with a very basic fuel-line inspection to begin with!
