Have you checked for any hidden bolts/nut, such as at the back or front of the powerhead? Try pulling the lower unit, you may have a driveshaft stuck in the crank splines.

I forget if these have all bolts or whether there's any studs coming off the powerhead, if there are studs and this is a saltwater motor, maybe one or more are bound up in the exhaust plate and need a little friendly persuasion with a "Mercury Wrench) (aka torch) to help break them loose.

If you can get hold of some very thin machinist's wedges, sometimes you can get them in between the powerhead and the exhaust plate and try wedging it off. Don't use screwdrivers or prybars as they will damage the surfaces. Machinist's wedges are thin enough and wide enough to spread the force out to where it doesn't do much harm to the surfaces being wedged.
