generically with some more info.
"won`t start" do you mean starter won`t turn over the motor or it turns over but doesn`t run.
How do you know there is a dead short?What makes you think fuses may be blown.A short has different symtoms than a blown fuse.A blown fuse could result from a short.
Give us the detailed symtoms.
