Elgin 7.5 horse outboard

I just got this motor given to me. So of course I know nothing about it. I would like to know the year of it. The Serial#9741-3217,Model#571-59741. I like to also know the fuel mixture and anything else anyone can tell me about it. Ihave a 12ft.V bottom I would like to put it on .And I'm hoping to do so very soon.
