Montgomery Wards 5HP Sea King

This ia a Model # 15GG9015 Serial# 3793200. I need to know the year and manufacturer. I know it needs all the ignition parts but I cleaned the points and got it to spark. I can't get it to fire though. It seems as though the carb has no suction. If I hold my thumb over the intake while spinning the engine over I feel no vacuum. The engine seems to have good compression and from the looks of the plugs it was running perfectly the last time it ran (probably 30 years ago). I sprayed some ether in thru the spark plug holes and carb and can't even get a pop out of it.
