Assuming the drive pin has not been sheered, it's likely that the rubber sleeve that goes between the center hub and the propeller barrel has stuck to both parts. Might want to try some WD-40 spray into the inside of the prop to loosen things up. Some gentle prying from both sides with a screwdriver should work it loose. The only thing you're likely to break is the prop drive pin, but if you get over-eager you can gouge the prop or the rear carrier on the lower unit, so work carefully... Good luck!
