Mercury 9.8

I just purchased my first boat (12 ft alum. 9.8merc).
I bought it at auction, so I didn't get any info from the previous owner. After searching the web I found most of the info (motor is 1981), 50-1 premix,etc.
The question I have is about the IMPELLER. I have read that these can be a problem. How can I tell if it is working properly?.
I noticed a hole with a screen over it just above the propeller. Is this the water intake?
I started it today. Putting the bottom in a 5 gallon bucket of water. I didn't notice any water draw, It did blow bubbles.
