Is it an abrupt surge, or gradual? If it's an abrupt now-it's there, now-it's -not type of surge, then I would guess you've got a coil breaking down, or perhaps the switchbox is going bad.
If it's a gradual surge, I'd look into the fuel system for something in the carb gumming things up...
