Evinrude 18 hp overheating help requested

I would appreciate some advice on overheating.

My recently purchased Evinrude model 18302 18 hp is overheating. I replaced the impeller, but it is still not getting enough water to the head. The pump housing appears OK, the rubber gromet seems OK. The thermostat has been removed from this motor which I will replace, but haven't yet. This is a fresh water motor, and I don't see any deposits or corrosion around the thermostat area.

I hooked a water hose up to the tube coming down from the engine and water just doesn't seem to be getting all the way up to the right places.

I think there may be some obstruction or misalignment where the water tube connects to the head, but I can't figure out how to get to this to see if there is a problem.

Can someone explain how I can to get to where the tube connects to the head to check this out and correct the problem?
