yahmaha 9.9 four stroke, hp upgrade?

Does anyone know of a way to increase horsepower on the yahmaha four stroke 9.9's I have a 2004 model and our local lakes only permit up to 10hp. I've heard allot of mercury owners say they swapped carbs to get 5 extra horses. I was wondering if this is possible with the yahmaha?
