1990 Mariner Japanese ?

I'm thinking about buying a Mariner outboard that's advertised as a 1990 - model ML - tiller/rope. The owner says this particular motor is a Japanese, two cylinder, loop charged, twin carburated motor. My local Mariner dealer says that Mariner discontinued the Japanese 40's around 1986 or 1987. Which one is right? And what are the pros and cons if this motor is in fact a Japanese motor?
